The base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, and experience. If the role is non-exempt, overtime pay will be provided consistent with applicable laws. In addition to the salary range listed above, total compensation also includes generous equity, performance-related bonus(es) for eligible employees, and the following benefits.

The Global Affairs team leads this engagement, and the US & Canada Policy and Partnerships team focuses on our work in the US and Canada at the federal, provincial, and state levels. We build trusted relationships with public officials, regulators, community stakeholders and partners to help inform our work. By bringing external insights into OpenAI—and translating OpenAI’s priorities outward—we help advance thoughtful regulation, responsible standards, and governance frameworks that promote the safe and beneficial development and deployment of AI technologies.

About the Role

We’re looking for a highly organized, proactive, and mission-driven Program Manager to join the US & Canada Policy and Partnerships Team within Global Affairs. This role will facilitate and enable the operational effectiveness of a fast-moving portfolio spanning US federal and state policy, Canada policy, and partnerships / external affairs workstreams.

You will sit at the center of a highly cross-functional environment and support program execution across parallel policy campaigns, stakeholder engagements, briefings, convenings, and strategic partnerships. You’ll help bring structure and clarity to complex workflows, maintain integrated planning and tracking across teams, and ensure work moves forward smoothly and on schedule.

Reporting to the Head of US and Canada Policy and Partnerships, this is a hands-on role for someone who can juggle competing priorities without dropping details, and enjoys building the systems that turn strategy into consistent execution. The ideal candidate is also fluent in using and leveraging AI tools to increase organizational effectiveness, through automating routine coordination, improving situational awareness, and accelerating decision-making.

Key Responsibilities

  • Manage and coordinate multiple concurrent projects, ensuring clear timelines, ownership, and deliverables across internal teams and external partners.
  • Provide operational support for policymaker and stakeholder engagements in the US and Canada - including briefing materials and logistical support for external meetings, executive visits, and convenings.
  • Maintain an integrated team-wide planning system (campaign calendars, engagement trackers, policy priorities, deliverable timelines).
  • Build and drive operating rhythms (weekly planning, leadership updates, workflows), keeping distributed teams aligned across time zones.
  • Develop and use our AI tools to strengthen team organization and effectiveness.
  • Serve as the operational point person for consultants and vendors.
  • Provide operational and administrative support to the Head of US and Canada Policy and Partnerships.

Qualifications

  • 5+ years of experience in program management, project management, operations, or similar roles supporting multiple concurrent workstreams in fast-paced environments.
  • Demonstrated ability to manage across a broad and diverse set of stakeholders (both internal cross-functional teams and external partners) with excellent judgment and discretion.
  • Proficiency with AI tools and strong ability to translate AI capability into practical team workflows.
  • Exceptional organizational skill and attention to detail; comfortable building systems that scale coordination across a complex portfolio.
  • Strong analytical and writing skills; ability to synthesize complex policy, regulatory, or stakeholder contexts into clear, actionable outputs.
