A cleaner, more secure energy future depends on the decisions we make today and the foundations we build. Ofgem is looking for a Manager, Offshore Cost Analyst to bring insight and independent thinking to major onshore and offshore electricity transmission projects.
As a Manager, Offshore Cost Analyst, you will play a vital part in our future energy system, working on major projects that will help ensure significant spending delivers genuine value for consumers. You will join our offshore cost assessment team within the Major Projects division at a fascinating time for the energy sector.
Key Outputs and Deliverables
- Leading on cost assessments specific infrastructure projects such as electricity interconnectors, onshore transmission assets and the transmission assets connecting offshore windfarms and supporting on the assessment of large infrastructure projects.
- Detailed and robust analysis of submissions to help determine the economic and efficient costs associated with the development and delivery of these projects.
- Presentation and discussion of analysis and resulting proposals to internal and external stakeholders, such as other team members, senior managers and project developers.
- Ensuring smooth and efficient assessments through clear project-planning, organisation of internal and external meetings, tracking key issues, management of external consultants and their contracts, and management of work packages and analysis allocated to other team members.
- The ability to quickly review and draw conclusions from detailed cost and technical submissions.
- Oversight and management of the team’s internal cost models and associated analysis, including reviewing and updating the models, as appropriate.
- A willingness to work flexibly within the Division is essential as role holders will be required to contribute where resources are most needed to achieve deliverables.
Key Responsibilities
- Accountable to wider OFTO and Interconnector project teams for delivering cost valuations of the transmission assets at the agreed time for each project
- Accountable to other teams for providing numerical/cost analysis as and when required
- Budget accountability if managing an external contractor
- May be responsible for line managing junior staff (e.g. graduate placement)
Person Specification
- Proven ability to assimilate, analyse and simplify a wide variety of information quickly and effectively.
- Effective written and verbal communication skills, able to apply these in delivering internal and external documents and presentations.
- Ability to present analysis in a clear, concise format and translate technical details to diverse stakeholders, and a proficiency in Microsoft Excel/Word/PowerPoint.
- Able to engage confidently at a senior level, to present and defend analysis and engage in debate and negotiation, with both internal and external stakeholders.
