The International Organization for Migration (IOM) implemented a project providing immediate multisectoral assistance to earthquake-affected communities in Venezuela.
The purpose of this evaluation is to assess the relevance, effectiveness, contribution, and sustainability of the health interventions carried out in response to the earthquake.
The main objective of this consultancy is to evaluate the impact and sustainability of the health interventions implemented as part of the post-earthquake response.
Key tasks:
- Analyse the relevance of the interventions implemented in relation to the health needs identified in the affected population.
- Determine the changes generated by the health interventions in terms of access, quality, continuity, and utilization of health services.
- Assess the sustainability of the results achieved, including installed capacities, coordination mechanisms, institutional appropriation, and continuity of implemented actions.
- Identify lessons learned, best practices, and areas for improvement to guide the design and recommendation of key components of future health interventions.
- Develop communication products to disseminate the main findings, achievements, and recommendations derived from the consultancy.
The evaluation will cover the following areas:
- Relevance: Assess the extent to which the interventions responded to the priority health needs of the affected population.
- Impact: Examine the changes generated by the interventions, including improvements in access to health services, strengthening of local capacities, and effects on vulnerable populations.
- Sustainability: Evaluate the ability of local actors and institutions to maintain the benefits, capacities, and mechanisms generated by the intervention.
The consultant will be expected to produce a comprehensive report detailing the evaluation methodology, findings, conclusions, and recommendations.
