Description
WSP is currently seeking a Non-Train Control Systems (Non-TCS) Deputy Design Manager to support the 6th Avenue / 63rd Street Communications Based Train Control (CBTC) Project in New York.
The position will work under PMC's Non-TCS Design Manager and provide technical leadership, coordination, and oversight of the Design-Builder's non-train-control design, procurement, installation, testing, commissioning, and closeout activities.
The Non-TCS Manager will lead oversight across mechanical, electrical, plumbing, structural, architectural, uninterruptible power supply (UPS), fire alarm, utility/civil, instrumentation and controls, equipment-room infrastructure, and other supporting systems that are not part of the train control system.
The role will help ensure that the Design-Builder's non-TCS work is coordinated with CBTC/TCS, communications, track, traction power, operations, safety, quality, and maintainability requirements.
The ideal candidate combines multidisciplinary design-management experience with practical knowledge of rail-transit infrastructure and design-build delivery.
Responsibilities:
- Provide technical and managerial leadership for all non-TCS elements of the 6th Avenue / 63rd Street Project, under the direction of Non TCS Design Manager.
- Oversee the Design-Builder's non-TCS design and implementation activities for mechanical, electrical, plumbing, structural, architectural, UPS, fire alarm, utility/civil, instrumentation and controls, equipment rooms, cabinets, racks, supports, grounding, environmental controls, and related systems.
- Direct and coordinate multidisciplinary technical reviewers and subject-matter experts; consolidate comments and confirm that review responses are clear, consistent, timely, and aligned with contract requirements.
- Review Design-Builder submittals, design packages, calculations, specifications, drawings, shop drawings, RFIs, technical memoranda, construction work plans, test procedures, and closeout documentation for technical completeness and compliance.
- Confirm conformance with applicable Project Requirements and Design Criteria (PRDCs), Design-Build Contract requirements, MTA/NYCT technical standards, codes, regulations, permits, and Authority Having Jurisdiction requirements.
- Manage interfaces among non-TCS disciplines and with CBTC/train control, communications, track, traction power, operations, safety, systems assurance, testing and commissioning, and existing infrastructure.
- Identify design gaps, clashes, scope boundaries, constructability concerns, operational constraints, long-lead items, and integration risks; develop practical recommendations and track issues through resolution.
- Assess the Design-Builder's design approach, technical deviations, substitutions, value-engineering proposals, and proposed changes, including potential impacts on safety, quality, cost, schedule, operations, maintainability, and system performance.
- Support requirements traceability, interface-control documentation, design maturity assessments, configuration management, and verification and validation for non-TCS systems.
- Coordinate with MTA C&D, NYCT user and maintenance groups, MTA Code Compliance, FDNY, utilities, and other Authorities Having Jurisdiction as required for reviews, approvals, and issue resolution.
- Facilitate or participate in design-progress meetings, multidisciplinary coordination workshops, constructability reviews, risk reviews, submittal/RFI reviews, schedule reviews, and Design-Builder progress meetings.
- Monitor the Design-Builder's non-TCS design and corresponding construction schedule, submittal status, procurement activities, installation readiness, testing progress, and completion milestones; promptly elevate issues that may affect project delivery.
- Coordinate with construction-compliance, quality, safety, commercial, project-controls, operations, and testing and commissioning teams to maintain a consistent oversight position.
- Support field verification, installation reviews, nonconformance resolution, punch-list development, testing, commissioning, systems turnover, operations and maintenance manuals, training, as-built documentation, spare parts, and final acceptance.
- Maintain accurate technical records, decision logs, interface and issue logs, action trackers, and supporting documentation for change management and potential claims.
- Prepare concise technical briefings, recommendations, status reports, and escalation materials for project leadership.
- Coordinating with field inspectors to ensure field installations adhere to the design.
- Perform additional responsibilities as required to support safe, compliant, timely, and coordinated delivery of the non-TCS scope.
Requirements:
- Bachelor's degree in mechanical, electrical, civil, structural, architectural engineering, architecture, construction management, systems engineering, or a related field.
- 10+ years of relevant post-education experience in multidisciplinary infrastructure design, design management, construction management, or engineering oversight, including transit and rail experience.
- Demonstrated experience managing or overseeing multiple building and infrastructure disciplines, including mechanical, electrical, plumbing, structural, and architectural systems.
- Experience with transit facilities, stations, tunnels, equipment rooms, power distribution, UPS systems, grounding/bonding, fire alarm/life-safety systems, ventilation, drainage, utilities, and supporting civil works.
- Experience coordinating with field inspectors to ensure field installations adhere to the design.
- Experience reviewing design-builder or contractor deliverables for contract compliance, constructability, interdisciplinary coordination, installation readiness, and maintainability.
- Working knowledge of design-build project delivery, technical submittal and RFI workflows, configuration/change control, and design-review processes.
- Ability to interpret plans, specifications, calculations, codes, standards, schedules, interface documents, and testing/commissioning requirements.
- Strong leadership, coordination, written communication, meeting facilitation, and issue-resolution skills.
- Ability to work effectively with designers, contractors, construction teams, agency stakeholders, operations and maintenance personnel, and Authorities Having Jurisdiction.
- Ability to adapt to changing project priorities and work schedules. Occasional off-hours work and travel to project sites may be required.
Technical Knowledge:
- Multidisciplinary coordination of architectural, structural, mechanical, electrical, plumbing, fire alarm/life safety, UPS, utility/civil, and instrumentation and controls systems.
- Building and equipment-room infrastructure supporting railway systems, including space planning, heat-load management, HVAC, drainage, fire protection, power quality, grounding/bonding, cable routing, access, and maintainability.
- Interface management between non-TCS infrastructure and CBTC/train control equipment, communications systems, traction power, track, existing facilities, and operational constraints.
- Design-review methods, constructability and installation sequencing, commissioning readiness, asset turnover, and operations and maintenance requirements.
- Applicable New York City and New York State codes and generally recognized transit, electrical, mechanical, structural, fire/life-safety, and accessibility requirements.
