Description

The Senior IT Project Manager will own the integrated delivery plan, execution cadence, dependency and critical-path visibility, resource-conflict resolution, governance-stage readiness, and transparent customer reporting for assigned projects.

Key Responsibilities:

  • Lead multiple concurrent cloud/M365, identity, EUC/VDI, AI, data, application, observability, automation, cybersecurity, network, ServiceNow, and service-improvement projects from approved intake through deployment and operational acceptance.
  • Translate approved requirements, architectures, and delivery objectives into integrated work breakdown structures, schedules, milestones, dependencies, owners, resource assumptions, decision points, and measurable completion criteria.
  • Build and maintain an integrated master schedule or equivalent authoritative plan showing critical and near-critical paths, cross-project dependencies, resource loading, external constraints, governance gates, and forecast dates.
  • Prioritize and sequence work using mission value, Government commitments, urgency, technical dependencies, risk reduction, resource capacity, security/ATO lead time, maintenance windows, procurement, and operational impact.
  • Control work in progress and identify harmful multitasking, context switching, over-allocation, and false parallelism; recommend explicit scope, schedule, resource, or priority trade-offs when demand exceeds capacity.
  • Resolve shared-SME and shared-environment conflicts across architecture, engineering, Security, Service Operations, test, vendors; document decisions, impacts, owners, and escalation deadlines.
  • Maintain disciplined controls across all project elements, with clear aging, impacts, triggers, ownership, deadlines, mitigation, and escalation.
  • Facilitate integrated planning sessions, technical delivery reviews, risk reviews, schedule challenge sessions, production-readiness reviews, cutover coordination, recovery sessions, and after-action reviews.
  • Apply predictive, Agile, and hybrid delivery methods appropriately while preserving an honest integrated forecast, architecture/security gates, configuration control, acceptance criteria, and operational readiness.
  • Coordinate with Government stakeholders, product and requirements owners, architects, engineers, Security, Service Operations, Program Operations, finance, contracts, vendors, and subcontractors maintaining decision authority.
  • Plan for procurement, licensing, environment access, data/model transfer, ATO/RMF activities, vendor dependencies, lab and test capacity, maintenance windows, change approvals, training, communications, and sustainment.
  • Manage scope, schedule, cost, quality, risk, and benefits; detect variance early; develop recovery options; re-baseline through authorized change control; preserve the history and rationale of commitments.
  • Ensure deployments have validated requirements and acceptance criteria, tested implementation, security and operational approvals, monitoring, rollback, documentation, knowledge transfer, support ownership, and post-deployment verification.
  • Coach workstream leads and team members.

Required Qualifications:

  • Bachelor's degree in Information Technology, Computer Science, Engineering, Management Information Systems, Business, or related field, or approved equivalent experience.
  • 10+ years of progressively responsible IT project management, technical program delivery, or service-delivery experience, including at least 5 years personally leading multiple concurrent complex enterprise IT projects or workstreams.
  • Strong written, verbal, facilitation, executive-briefing, and Government-customer communication skills.
  • Demonstrated delivery experience in IC environments involving multiple technical domains, stakeholder groups, and shared resources.
  • Proven ability to build and manage work breakdown structures, integrated schedules, critical paths, dependencies, resource/capacity plans, milestones, baselines, forecasts, and recovery plans.
  • Demonstrated skill prioritizing and sequencing competing work under constrained capacity, including documented decisions to pause, defer, reduce scope, re-sequence, or stop work when warranted.
  • Experience managing projects through requirements, engineering analysis, design, integration, build/test, production readiness, deployment, validation, transition, and operational acceptance.
  • Working technical literacy across enterprise infrastructure, cloud, cybersecurity/RMF, networks, applications/software, data, monitoring, automation, ITSM, and service operations.
  • Strong command of risk, issue, action, dependency, decision, change, configuration, quality, and stakeholder-management practices, including early escalation and documented decision authority.
  • Experience with Microsoft Project or an equivalent approved scheduling tool and with Jira, Azure DevOps, ServiceNow, Confluence/SharePoint, Excel, Power BI, or comparable delivery and reporting platforms.
  • Demonstrated leadership of matrixed teams, vendors, and senior technical contributors; ability to influence without direct authority, negotiate priorities, manage conflict, and hold owners accountable.

Preferred Qualifications:

  • Active PMP certification.
  • Prior DoW/IC delivery experience across multiple enclaves, classification boundaries, or mission partners.
  • Experience delivering Azure/M365 or cloud migrations, DevSecOps/software, ServiceNow/ITSM, observability/AIOps, cybersecurity/RMF, network modernization, automation, or end-user computing initiatives.
  • Experience integrating Government, prime, subcontractor, OEM, and managed-service-provider deliverables into one accountable plan.
  • Experience with portfolio capacity planning, earned-value or integrated program controls, financial forecasting, benefits realization, and service-level performance.
  • Experience transitioning projects into contractor-operated managed-service, NOCaaS, or other SLA-accountable operating models.
