Description
Mastercard's Data & Analytics program is seeking a Senior Technical Program Manager (TPM) to lead cross-functional delivery of Transaction Lookup Services (TLS). The platform provides scalable, high-performance access to transaction data for disputes, chargebacks, analytics, customer servicing, and payment ecosystem partners across global markets.
In this role, you'll coordinate complex technical initiatives across Engineering, Architecture, Data, Operations, Security, regional teams, and business stakeholders. You'll bring structure to ambiguity, manage dependencies and risks, and help teams deliver reliable, secure, compliant transaction-data capabilities on time.
Responsibilities:
- Lead planning and delivery of complex, cross-functional TLS initiatives from definition through launch and operational readiness.
- Develop integrated program plans, milestones, success measures, and delivery governance aligned with business objectives and product roadmaps.
- Coordinate Engineering, Data, Architecture, Operations, Security, and regional teams to align scope, sequencing, ownership, and delivery commitments.
- Identify and manage dependencies across upstream transaction sources, data transformations, storage, APIs, and downstream consumers.
- Track risks, issues, assumptions, and decisions; drive timely resolution and escalate blockers with clear options and impact assessments.
- Facilitate technical and business discussions to clarify requirements, surface tradeoffs, and maintain alignment as scope or priorities change.
- Partners with technical leads to plan for performance, availability, resiliency, security, compliance, data quality, and regionalization.
- Monitor progress against milestones and outcomes, using delivery metrics and operational data to identify gaps and recommend corrective actions.
- Coordinate testing, release readiness, launch communications, operational handoff, and post-launch follow-up.
- Communicate program status, risks, dependencies, and business impact to senior leaders and cross-functional partners.
- Use SQL and analytical tools to investigate transaction-data patterns and issues, validate program outcomes, and support root-cause analysis.
- Apply AI-assisted tools and emerging technologies to improve program planning, requirements analysis, reporting, and operational efficiency.
- Evaluate opportunities to use AI in TLS and related transaction-data workflows, coordinating assessment and delivery where there is measurable customer or operational value.
Requirements:
- Proven experience leading technical programs or complex cross-functional initiatives, preferably involving Data platforms, API, data, or cloud products.
- Demonstrated success by coordinating large, interdependent technology deliveries across multiple teams and stakeholder groups.
- Working knowledge of APIs, microservices, distributed systems, cloud platforms, and enterprise-scale data systems.
- Understanding of payments, transaction processing, disputes, chargebacks, or financial services.
- Experience mapping dependencies and data flows across source systems, processing pipelines, storage, services, and consuming applications.
- Strong risk, issue, dependency, and change management skills; able to bring clarity and momentum to ambiguous work.
- Ability to engage engineers and architects on technical details while communicating plans, risks, and decisions clearly to business stakeholders.
- Experience using AI-assisted tools to improve program management, analysis, collaboration, or operations.
- Ability to assess AI opportunities pragmatically, with attention to customer value, operational impact, and responsible implementation.
- Strong analytical and problem-solving skills; ability to use SQL or other tools to investigate data issues and validate outcomes is an advantage.
