Description
The MEAL Manager will play a key role in strengthening the MEAL efforts, approaches, and systems to foster learning and accountability for clients. The position oversees data management, including data collection tools, database systems, and data visualization.
Major Responsibilities:
- Manage all technical aspects of MEAL data and information management across Thailand programs
- Improve M&E/MEAL systems and approaches and foster learning
- Collaborate with MEAL teams within and outside IRC to support harmonization of MEAL systems and approaches
- Serve as focal point for information management systems
Technical Oversight:
- Lead the MEAL system and processes in harmony with the MEAL Country and Global Strategy
- Develop logical framework, MEAL plans, digital data collection tools, processes for online data management
- Set up and maintain beneficiary tracking systems and databases
- Establish and ensure timely data flow, quality checks, and audits
Human Resources:
- Coordinate, lead, mentor, and support the Data Officer and other MEAL staff
- Participate in the recruitment and onboarding of country MEAL officers, assistants, and external consultants
- Promote the growth and development of others in IRC teams and partners in MEAL
Requirements:
- University degree in a relevant field (such as statistics, data management, computer science, social science, public health, development economics, or related)
- Minimum of 5 years of working experience in Monitoring, Evaluation, Accountability and Learning and information management systems functions
- Technical skills in setting up MEAL processes, logical frameworks, data analysis, and information management systems
- Strong understanding of accountability and proven ability to build and manage client feedback systems
- Proficiency with mobile data collection, Microsoft Excel, and Power BI
