Key Responsibilities:
- Lead, mentor, develop, and retain a high-performing team of approximately seven C#/.NET developers.
- Provide technical direction and architectural oversight for enterprise application development, integration, modernization, and sustainment efforts.
- Design and deliver scalable, secure, high-performance solutions using C#, .NET, ASP.NET Core, Oracle SQL, and PL/SQL.
- Maintain technical oversight of application, service, data-access, and database layers to ensure solution quality, reliability, performance, and maintainability.
- Own software development lifecycle execution, including requirements analysis, design, development, code review, testing, release planning, deployment, sustainment, and defect resolution.
- Establish development priorities, assign work, manage technical dependencies, monitor delivery progress, and communicate status, risks, and resource needs to program leadership and stakeholders.
- Collaborate with product owners, enterprise architects, Database Administrators, quality assurance personnel, and business stakeholders to define technical solutions, delivery roadmaps, release plans, and modernization strategies.
- Enforce engineering best practices, including peer review, secure coding, static and dynamic code analysis, automated testing, CI/CD, source control, configuration management, documentation, and release governance.
- Lead Oracle database development activities, including data modeling, SQL and PL/SQL development, stored procedures, packages, views, indexing strategies, query optimization, and performance tuning.
- Drive continuous improvement in application architecture, database design, code quality, automated testing, development tooling, documentation, and team delivery practices.
- Ensure solutions meet applicable cybersecurity, configuration-management, software assurance, accessibility, performance, and operational-support requirements.
- Support technical reviews, design reviews, change-control activities, release readiness reviews, audits, assessments, and corrective-action planning.
- Conduct regular one-on-one meetings, performance evaluations, technical coaching, career-development discussions, and succession planning for assigned personnel.

Supervisory Responsibilities:
- Directly supervise assigned software developers and provide technical direction to supporting development, database, quality assurance, and configuration-management personnel as required.
- Establish team goals, performance expectations, workload priorities, training plans, and professional-development objectives.
- Promote a collaborative, accountable, customer-focused engineering culture that emphasizes quality, security, innovation, and continuous improvement.
Requirements:
- Bachelor’s degree in computer science, software engineering, information technology, or a related technical discipline; equivalent relevant experience may be considered.
- Eight or more years of professional software-development experience with a strong focus on C#, .NET, and enterprise application development.
- Five or more years of hands-on Oracle SQL and PL/SQL development experience, including complex query optimization, stored procedures, packages, functions, types, database design, and performance tuning.
- Three to four years of technical-lead, team-lead, or engineering-management experience leading teams of approximately five to ten developers.
- Strong experience with modern .NET technologies, including C#, ASP.NET Core, Entity Framework Core, Web APIs, service-oriented architecture, and microservices.
- Demonstrated experience with Oracle database development, relational data modeling, indexing strategies, execution-plan analysis, data-access design, and application/database performance optimization.
- Experience implementing or supporting CI/CD pipelines, automated testing, source control, code-quality tools, release management, and Agile development practices.
- Proven ability to balance hands-on technical contribution with people leadership, stakeholder engagement, delivery management, and strategic planning.
- Strong written and verbal communication skills, including the ability to explain complex technical issues, risks, and recommendations to technical and nontechnical stakeholders.
