Description
The Senior Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will lead the design, implementation, and consolidation of the IRC's data collection system, using CommCare as the primary tool. They will coordinate and provide support for data collection and processing activities at the national and field levels for all projects.
Responsibilities:
- Lead needs analysis activities
- Participate in the development of the monitoring strategy
- Develop tools for qualitative and quantitative data collection
- Develop, execute, and adapt analysis codes using Python or RStudio
- Provide technical support for CommCare implementation and use
- Ensure adequate information management
- Perform data quality analysis and propose improvement actions
- Lead articulation activities with partners
- Administer the community feedback mechanism
- Contribute to policy review and update
- Carry out field missions for monitoring
- Maintain data confidentiality and security
- Produce monitoring and evaluation reports
- Represent IRC in coordination spaces
Requirements:
- University degree in Statistics, Economics, Industrial Engineering, Systems Engineering, Social Sciences, or related fields
- At least 3 years of experience in MEAL, preferably in NGOs or international organisations
- At least 2 years of experience in monitoring and evaluation of multi-sector humanitarian programs
- Knowledge of humanitarian principles and programming
- Experience in data collection, processing, and analysis
- Familiarity with CommCare and statistical analysis programs
- Intermediate knowledge of CommCare and practical experience in data entry, review, and basic form development
- Programming skills in Python or RStudio
- Strong organisational and prioritisation skills
- High computer literacy in data processing, spreadsheets, databases, and Power BI
- Relevant experience working with partners
