Description

We are seeking a skilled Subcontracts Program Manager to join our Antarctic Support Contract (ASC) program. As a Subcontracts Program Manager, you will report directly to the ASC Program Manager and work closely with our senior leadership team, functional managers, and subcontract administrators to provide technical and programmatic oversight to our ASC subcontractors.

Your primary goal will be to ensure that the program management discipline is fully integrated into the supply chain, guaranteeing that our subcontractors meet our program cost, schedule, quality, and performance requirements. You will take on a vital position as the Leidos SPM, focusing on the management of the subcontractors versus the administration of the subcontract agreement, overseeing all current and new subcontracts.

The ASC Program currently has over 70 subcontractors, with 10 subs encompassing most of the 2,000 people who deploy yearly. You will center on achieving strategic deployment objectives and establishing appropriate agreements, understanding, and accountability mechanisms to optimize operations across the ASC Program.

Primary Responsibilities

  • Provide senior-level subcontract management oversight and strategic advisory support to ensure subcontractor performance aligns with ASC program objectives, contractual requirements, and transition priorities.
  • Serve as the primary interface between the Awardee, Leidos leadership, and subcontractor teams for subcontract-related transition activities, facilitating communication, coordination, and resolution of escalated matters.
  • Mentor and provide technical guidance to the assigned junior subcontract support resource on subcontract schedules, cost, performance, technical matters, risk management, issue resolution, and subcontract management best practices.
  • Lead subcontract performance reviews, assess variances and potential impacts to program execution, and recommend corrective actions and recovery strategies, as appropriate.
  • Collaborate with program leadership, Subcontracts Administrators, and subcontractor teams to prioritize subcontract actions, address emerging operational needs, and facilitate timely issue resolution.
  • Provide oversight and guidance on subcontract communications, partner commitments, and recommended modifications to subcontract terms, conditions, or related agreements, ensuring alignment with program requirements.
  • Identify and assess subcontract-related risks, recommend mitigation strategies, and monitor resolution of significant issues impacting program performance.
  • Champion continuous improvement initiatives to strengthen subcontract management practices, communications, operational efficiency, and overall program effectiveness.
  • Provide strategic subcontract management input to program leadership on key decisions, transition planning, and Return-to-Green initiatives.
  • Facilitate knowledge transfer and capability development to strengthen the junior subcontract support resource's ability to independently manage routine subcontract coordination and support activities.

Minimum Qualifications

  • Bachelor’s degree and 8+ years' prior work experience or commensurate work experience.
  • Experience as DPM or PM in other large-scale, complex operational environments.
  • Experience managing and negotiating with subcontractors.
  • Comprehension of finance, subcontracting, contracting, contract types, and schedules.
  • Excellent written and oral communication skills; and ability to gain trust and build relationships.
  • Exceptional organization skills and ability to reply quickly and accurately to requests while working effectively in a team environment.
  • Superior interpersonal skills and ability to work with executives, employees, subcontractors, and the customer.

Preferred Qualifications

  • Previous experience collaborating with a federal agency and remote operations (preferably global).
