Description
The Office of Knowledge Transfer (OKT) at HKUST serves as a bridge between the research community and industry, facilitating collaboration and innovation. We are seeking a Manager (Information Technology) to oversee the planning, governance, development, security, and operation of OKT's information technology environment.
Responsibilities:
IT Strategy & Governance
- Develop and implement OKT's IT strategy, digital roadmap, and technology architecture
- Prepare and manage technology plans, budgets, forecasts, and resource allocation
- Ensure compliance with governance framework, cybersecurity and data privacy requirements
AI Transformation & Digital Innovation
- Formulate and execute OKT's AI transformation strategy
- Implement generative AI solutions, AI agents and assistants, intelligent document processing, workflow automation, knowledge management systems, and predictive analytics
Application Development & IT Project Delivery
- Develop and implement new modules for OKT's Intellectual Property Management System, Knowledge Transfer Management System, and Customer Relationship Management Platform
- Manage Microsoft 365, SharePoint, and other applications
- Develop and implement applications to facilitate administrative workflows and asset management
- Maintain the OKT website and provide IT services to support content updates and functional enhancements
Infrastructure, IT Operations & Service Delivery
- Manage OKT's IT equipment, including planning equipment upgrades and conducting feasibility studies
- Ensure proper custody and inventory control of OKT's hardware and software
- Provide timely IT support to OKT colleagues on technical issues and service requests
- Develop and maintain disaster recovery and business continuity capabilities
Project Management, Procurement & Vendor Management
- Manage technology projects from planning through implementation, user acceptance testing, and post-project review
- Manage technology procurement exercises and tender processes
- Manage external consultants, service providers, and system integrators
- Monitor vendor performance and service level agreements
Requirements:
- Bachelor's degree or above in Information Systems, Computer Science, Information Technology, Software Engineering, or a related discipline
- Minimum of 8 years' relevant IT experience, with at least 3 years in a managerial, technical lead, or equivalent leadership role
- Demonstrated experience in leading digital transformation initiatives, AI adoption programs, and enterprise technology projects
- Proven successful project management experience to develop and implement business application platforms
- Strong technical expertise in software development platforms such as Java, Python, .NET, or equivalent technologies
- Hands-on experience with SQL, enterprise databases, API integration, web technologies, microservices architecture, CI/CD pipelines, DevOps practices, and Git-based source control
- Knowledge of cloud technologies and infrastructure, including Microsoft Azure, Microsoft 365, virtualization technologies, Docker, Kubernetes, and containerized applications
The successful candidate will have excellent analytical, communication, stakeholder management, and problem-solving skills, with the ability to engage effectively with users, senior management, vendors, auditors, and HKUST IT Services Office.
The position is offered on a 2-year contract, renewable. Starting salary will be commensurate with qualifications and experience. Fringe benefits including annual leave, medical and dental benefits will be provided. A gratuity will be payable upon successful completion of contract.
