Description
The Government Technology Agency (GovTech) is the lead agency driving Singapore's Smart Nation initiatives and public sector digital transformation. As the Centre of Excellence for Infocomm Technology and Smart Systems (ICT & SS), GovTech develops the Singapore Government's capabilities in Data Science & Artificial Intelligence, Application Development, Smart City Technology, Digital Infrastructure, and Cybersecurity.
The Attorney-General's Chambers (AGC) is Singapore's principal government legal service, responsible for legislation drafting, legal advisory, prosecution, and international law. AGC is undergoing digital transformation which includes the modernisation of its legislative drafting systems, the adoption of AI-powered knowledge management tools, and the development of a centralised data infrastructure to support evidence-based legal work products.
As a Product Manager, you will hold significant ownership over your product domain, driving it from concept to reality while aligning with the broader programme goals. Your core responsibilities include:
- Drive Product Vision and Strategy: Develop and articulate a clear product vision that aligns teams around long-term goals. Define and track success metrics, critically analysing data on at least a quarterly basis. Leverage market research, competitor reviews, and technology trends to inform strategic direction.
- Lead Data-Driven Product Discovery: Conduct and synthesise user research, customer feedback, and technical feasibility assessments. Use data to validate or challenge ideas before committing to development.
- Translate Domain Complexity into Clear Product Requirements: Work closely with legal, policy, and operations stakeholders to understand workflow complexities. Translate nuanced domain requirements into clear, well-scoped product specifications.
- Execute with Speed, Quality, and Agility: Partner with engineers and designers to scope, prioritise, and plan iterative delivery cycles. Consult on implementation details and understand the trade-offs between speed and technical debt.
- Guide Sound Technical and Architectural Decision-Making: Evaluate and recommend approaches to structured content design and document interoperability. Ensure architectural decisions are informed by data, user needs, and long-term maintainability.
- Drive Cross-Functional Alignment and Stakeholder Engagement: Facilitate alignment across diverse stakeholder groups, navigating disagreements constructively. Communicate product goals, priorities, and progress clearly to both technical and non-technical audiences.
- Mentor, Develop, and Strengthen the Team: Mentor and support junior product managers through knowledge sharing and constructive feedback. Help team members navigate day-to-day blockers and break down complex problems.
We are looking for someone with 8-12 years of product management experience, including leading complex systems or multi-product portfolios. You should have strong discovery skills and a track record of delivering user-centred, scalable solutions. You should be able to operate in high-ambiguity environments and establish structure where none exists.
