## Description

The London Borough of Waltham Forest (LBWF) is seeking an experienced Business Analyst to support the delivery of key transformation initiatives across the LBWF Housing Services.

This role will play a critical part in improving the systems, processes and data that underpin housing repairs, asset management and landlord services, helping to deliver better outcomes for residents and service teams.

A significant focus of the role will be supporting the reprocurement and mobilisation of major Housing contracts, including Mechanical & Electrical (M&E) and Repairs & Maintenance (R&M) services.

The successful candidate will lead the analysis and improvement of business processes, identify opportunities for service enhancement, and help ensure the Council captures and maintains the data needed to support service delivery, performance management and regulatory reporting.

**Key Responsibilities**

- Lead business analysis activities across Housing Services, supporting service improvement, transformation and digital change initiatives.

- Support the reprocurement and mobilisation of M&E and R&M contracts, ensuring business, process, system and reporting requirements are effectively captured and documented.

- Work collaboratively with Housing teams, Digital and ICT colleagues, contractors and suppliers to define and deliver business requirements.

- Analyse, document and improve business processes to support efficient service delivery, data quality and regulatory compliance.

- Define and document reporting requirements for KPIs, TSMs and other operational and contractual performance measures.

- Produce business analysis documentation including requirements specifications, user stories, process maps, gap analyses and recommendations for service improvement.

- Act as the key link between LBWF and contractor operational and ICT teams, ensuring proposed solutions meet business needs and deliver measurable benefits.

**Qualifications and Requirements**

- Significant experience working as a Business Analyst within the social housing sector.

- Demonstrable experience working within housing repairs and maintenance services, with a strong understanding of repairs processes, contractor-delivered services and associated performance management frameworks.

- Experience supporting large-scale procurements, contract mobilisations, system implementations or transformation programmes, ideally within housing repairs, asset management and M&E service environments.

- Strong understanding of requirements gathering, process mapping, stakeholder engagement and business process improvement methodologies.

- Experience defining data and reporting requirements, including KPI dashboards, performance reporting and regulatory measures such as TSMs.

- Proven ability to build effective working relationships with operational teams, senior stakeholders, contractors and technology suppliers.

- Excellent analytical, communication and facilitation skills, with the ability to translate complex business needs into practical and deliverable solutions.

- Degree-level education or equivalent experience.

- Professional Business Analysis qualifications (e.g. BCS Business Analysis, Agile BA) are desirable but experience and demonstrable delivery within a housing environment will be given greater consideration.
