As a Senior Supply Chain Associate, you will be responsible for implementing supply chain activities, guided by Supply Chain Management (SCM) objectives to deliver quality goods/services to beneficiaries at optimal price and in a timely manner. **Responsibilities:** - Coordinate and monitor all activities of the purchasing cycle, including revision and consolidation of purchase request forms, organization of bidding processes, evaluation, delivery of goods and services, payment to suppliers, filing system, and reporting. - Contribute to planning supply activities to facilitate end-to-end processes, ensuring timely and quality delivery of goods and services. - Supervise the warehouse focal point and coordinate planning of goods and services deliveries. - Identify, compile, summarize, analyze, and provide information related to assessment and market research of national and international service providers. - Implement internal control mechanisms to safeguard the organization's assets and prevent fraud. - Work with managers to develop procurement plans to optimize purchasing power and facilitate project activities. - Review procurement requests, identify service providers, and evaluate vendor performance. - Participate in solicitation of bids, quotations, and tender documents, and execute procurement transactions. - Prepare and issue 'Call for Proposals' and bidding documents for projects' tendering processes. - Maintain accurate and comprehensive records on supply activities and provide reports and updates periodically. - Provide technical guidance to requisitioners on preparation of specifications and interpretation of procurement instructions and procedures. - Produce standard asset management reports and other asset information. - Participate in capacity building of staff, service providers, and partners. - Manage equipment/goods effectively according to IOM rules and regulations. **Qualifications:** - High school diploma with seven years of relevant experience; or university degree in business administration, Supply Chain Management, Logistics, Procurement, Finance, Law, or related fields with four years of relevant professional experience. - Certification in Procurement, Logistics, or Supply Chain Management is an advantage. - Fluency in Bulgarian (oral and written) is mandatory and essential for coordinating with different stakeholders. - Prior experience working on EU-funded programs/projects, including those financed through national programs. - Experience in procurement as per the Bulgarian legislative system will be considered as a distinct advantage. - Experience in procurement and logistics, working with service providers and vendors, asset management process, training, and coordinating teams. - Prior work experience with international humanitarian organizations, non-governmental organizations, or Bulgarian government institutions in a multicultural setting is an advantage. **Skills:** - High level of computer literacy. - Ability to work with national and international institutions. - Ability to prepare clear and concise reports. - Demonstrated ability to exercise sound judgment. - Ability to supervise staff and coordinate administrative activities. - Excellent communication and negotiation skills. **Languages:** - Fluency in Bulgarian and English (oral and written) is required. ## Skills ### Required - procurement - logistics - supply chain management - Bulgarian - English ### Nice to have - EU-funded programs - Bulgarian legislative system - asset management - training - coordination --- Source: [Apply at fa-evlj-saasfaprod1.fa.ocs.oraclecloud.com](https://fa-evlj-saasfaprod1.fa.ocs.oraclecloud.com/hcmUI/CandidateExperience/en/sites/CX_1001/job/23727?utm_source=yubhub.co&utm_medium=jobs_feed&utm_campaign=apply)
