## Description

GovTech is the lead agency driving Singapore's Smart Nation initiatives and public sector digital transformation. As the Centre of Excellence for Infocomm Technology and Smart Systems (ICT & SS), GovTech develops the Singapore Government's capabilities in Data Science & Artificial Intelligence, Application Development, Smart City Technology, Digital Infrastructure, and Cybersecurity.

You will own end-to-end operational delivery for complex product or service initiatives, from planning and implementation through adoption and ongoing improvement.

Key responsibilities include:

- Establishing and improving operational workflows, service practices, documentation, governance routines, and performance measures

- Coordinating priorities and dependencies across product, technology, business, finance, procurement, agency, and vendor stakeholders

- Using operational data, dashboards, user feedback, and service insights to identify issues, prioritise improvements, and support decision-making

- Leading process redesign, automation, and standardisation to reduce manual effort, improve accuracy, and strengthen service outcomes

- Driving user engagement, support, training, change communication, and operational readiness for product launches and enhancements

- Identifying and managing operational, delivery, vendor, contractual, and adoption risks, and driving mitigation actions to closure

- Supporting incident management, audit readiness, and governance requirements through clear controls, records, and reporting

- Managing relevant vendor delivery, service levels, change requests, and contractual obligations

- Mentoring junior colleagues, sharing knowledge, and helping teams resolve complex operational challenges

- Facilitating alignment across stakeholders, resolving disagreements constructively, and championing continuous improvement

Requirements:

- Experience in product operations, programme management, IT project delivery, service operations, or a related field

- Proven ability to deliver complex initiatives across multiple teams, functions, or stakeholder groups

- Experience translating strategic objectives and user needs into actionable plans, priorities, and measurable outcomes

- Practical experience in process improvement, automation, data-informed decision-making, user adoption, or change management

- Experience managing operational risks, governance requirements, vendors, contracts, or service levels

- Strong stakeholder management and communication skills, including the ability to present recommendations to management or governance forums

- Ability to work independently in ambiguous environments, make sound decisions, and maintain focus on outcomes

- Experience mentoring colleagues or contributing to team capability development
