## Description

GovTech is the lead agency driving Singapore's Smart Nation initiatives and public sector digital transformation. As the Centre of Excellence for Infocomm Technology and Smart Systems (ICT & SS), GovTech develops the Singapore Government's capabilities in Data Science & Artificial Intelligence, Application Development, Smart City Technology, Digital Infrastructure, and Cybersecurity.

As a Senior Software Engineer, you will be responsible for technical direction and processes in one or more teams. You will drive the design, implementation, and delivery of one or more products owned by your team. The Senior Software Engineer will lead software engineering squads to build applications for businesses, citizens, and intellectual property professionals, enabling them to file and examine intellectual property with ease.

Responsibilities:

- Define your team's engineering vision, strategy, and directions that align with the organisation's overall vision and goals.

- Partner with stakeholders and agencies to prioritise and manage roadmaps for delivering product vision incrementally and efficiently.

- Create a long-term technical plan and roadmap for the assigned team, and for other teams as needed.

- Work regularly with engineers to engage in conversations regarding their performance, professional growth, offering constructive feedback, mentoring, and guidance as needed.

- Collaborate with cross-functional partners to develop quality, reliability, and security strategies within your team.

- Proactively identify and initiate worthwhile engineering initiatives to maximise impact on the public good.

- Establish practices and tools to encourage a strong engineering culture and maximise engineering effectiveness and impact.

- Assist with recruitment, particularly for more senior hires.

Requirements:

- Minimum 5+ years of experience working on reasonably large, high-availability software systems that have operated at scale.

- Passion for engineering excellence; deep understanding that software engineering is a team sport, taking pride in the craftsmanship aspect of software engineering.

- Experience in leading and coaching developers; guiding them to achieve important goals together and helping them enhance their performance and grow their careers.

- Strong mastery of Agile/Scrum methodologies with proven experience implementing and optimising these practices across development teams and managing vendor-partner deliverables.

- Demonstrated experience in production incident management, L3 support, and system reliability practices.

- Exceptional ability to communicate complex technical concepts to non-technical stakeholders, particularly Product Managers and UX designers.

- Strong experience in AWS cloud services and modern full-stack web application technologies, modern front-end engineering like Next.js/React.js and Java/TypeScript on the backend.

- Familiarity with Python for basic data analysis and Terraform for IaC.

- Proficiency with CI/CD pipelines (GitLab CI or similar) and modern development workflows.

- Solid understanding of software architecture principles, system design, and building resilient distributed systems.

- Proven experience in low-code development, with a good understanding of OutSystems architecture, components, lifecycle management, and best practices.

- Familiarity with government or regulated environment requirements, with experience integrating with Whole of Government platforms or GovTech products being an advantage.
