## Description

IOM is seeking an International Consultant to develop minimum operational, protection and technical standards and tools for temporary holding centres for migrants in Uzbekistan.

The consultancy will be implemented within the framework of the NORAD-funded regional project “Enhancing Protection of Migrants from Violence, Exploitation and Abuse in Central Asia”.

The project aims to strengthen protection systems for migrants in vulnerable situations through improved institutional capacities, access to protection services, regional cooperation and practical tools for identification, referral and response.

The assignment will support the development of a comprehensive framework of minimum operational, protection and technical standards and practical tools for temporary holding centres for migrants.

The framework will address conditions and management of temporary holding, relevant operational procedures and differentiated regimes, while integrating mechanisms for early identification of vulnerabilities and specific protection needs, application of appropriate safeguards, and referral to existing protection and essential services.

The consultancy will also develop and pilot a corresponding competency-based training package and prepare the finalized training content for subsequent conversion into a self-paced digital learning module.

**Responsibilities:**

The Consultant will carry out the following tasks:

- Review the applicable legal, institutional, international and comparative framework

- Identify and structure applicable categories and regimes

- Develop common minimum operational, protection and technical standards

- Develop a vulnerability identification and differentiated protection response framework

- Develop inter-agency protection and referral pathways

- Develop practical operational tools

**Requirements:**

- Relevant experience in the field of migration, protection, and human rights

- Strong knowledge of international standards and best practices related to migration, protection, and human rights

- Experience in developing policies, guidelines, and training programs

- Excellent analytical and drafting skills

- Ability to work independently and as part of a team

- Proficiency in English and Russian (desirable)

- Contract type: Consultancy (up to 11 months)

- Initial contract duration: 24 weeks / up to 80 working days
