- Serve as an escalation point for complex subcontractor performance, contractual, or procurement issues that exceed SPM authority.

**2. Strategic Oversight of Subcontract Management**

- Oversee the development and quality of Statements of Work (SOWs), ensuring consistency, compliance with prime contract requirements, and incorporation of stakeholder inputs.

- Provide strategic direction on source selection activities, including evaluation criteria development, bidder list composition, and alignment with Small Business Plan goals.

- Review and approve subcontractor onboarding plans, performance management frameworks, and corrective action strategies developed by SPMs.

**3. Procurement Oversight**

- Oversee the submission and quality of Purchase Requisition Requests (PRRs) and supporting documentation (e.g., Sole Source Justifications, Software Cookbook).

- Monitor long-term cost estimates for CAS Maintenance across programs and ensure coverage gaps are identified and communicated to Program Offices and customers.

- Coordinate with supply chain, buyers, and vendor management to resolve systemic procurement issues affecting cost or schedule.

- Ensure cost and schedule adherence across all procurement activities within the SPM portfolio.

**4. Proposal Strategy and Support**

- Lead the SPM organisation's contribution to the full proposal lifecycle, ensuring timely and accurate support across all active bids.

- Oversee BOM development, subcontractor pricing data, Basis of Estimates (BOEs), and SOW development for proposals.

- Review and validate pricing documentation, budget baselines, and negotiation strategies for subcontract management scope.

- Coordinate across programs to leverage existing subcontractor relationships, negotiate favourable terms, and identify cost-saving opportunities.

- Ensure lessons learned from prior proposals are captured and applied to improve future proposal quality and competitiveness.

**5. Compliance, Reporting, and Governance**

- Own the enterprise-level Subcontract Management Plan (SMP) framework and ensure program-level SMPs are developed, maintained, and compliant with prime contract requirements.

- Oversee maintenance and annual updates of the Approved Supplier List (ASL) across programs.

- Direct SEARS and R-Y-G reporting activities; review evaluation criteria, scoring, and Return-to-Green plans prepared by SPMs before submission.

- Monitor Small Business Goal performance across the portfolio; develop strategies to address shortfalls and collaborate with stakeholders to adjust sourcing approaches.

- Prepare and present executive-level summaries of small business achievements, subcontract performance, and risk posture for CPAR requirements and leadership reviews.
