## Description

The International Rescue Committee (IRC) is seeking a MEAL Officer to support the implementation of Monitoring, Evaluation, Accountability, and Learning (MEAL) systems for assigned projects. The successful candidate will work closely with programme teams, operations, and MEAL teams to design, implement, and improve information tools, processes, and products.

Responsibilities:

- Implement MEAL plans, track indicators, and monitor project activities according to logical frameworks, measurement plans, donor proposals, and requirements.

- Design, adapt, and manage quantitative and qualitative data collection tools, such as digital forms, surveys, service records, attendance lists, interviews, and focus groups.

- Configure, update, and supervise data capture platforms like Kobo Toolbox, CommCare, or other institutional tools.

- Ensure inclusion of disaggregated variables (sex, age, disability, geographic location, etc.) to analyse equity, inclusion, coverage, and potential access barriers.

- Periodically monitor indicator progress, identifying deviations, delays, information gaps, and programme risks.

- Consolidate, clean, validate, and maintain up-to-date databases, ensuring consistency, traceability, completeness, controlled access, and information protection.

- Implement data quality controls, identify duplicates, outliers, inconsistencies, and registration errors, and support DQA exercises, audits, and donor reviews.

- Analyse quantitative and qualitative information to identify trends, results, coverage gaps, challenges, unexpected results, and improvement opportunities.

- Develop dashboards, tracking matrices, visualisations, periodic reports, and MEAL inputs for decision-making, narrative reports, proposals, and communication with donors.

- Support evaluations, accountability mechanisms for affected populations, and learning processes; train and accompany programme teams, enumerators, and field personnel on tools, protocols, informed consent, confidentiality, and evidence use.

Requirements:

- University degree in Social Sciences, Statistics, Psychology, Economics, Administration, Engineering, Systems, Public Health, International Development, or related areas.

- At least two years of professional experience in monitoring, evaluation, information management, research, project tracking, or related functions.

- Experience in humanitarian, development, social research, or social project implementation organisations. Experience in human mobility, protection, childhood, education, health, gender-based violence, or community development contexts is valued.

- Experience in designing, applying, and analysing quantitative and qualitative data collection tools.

- Intermediate or advanced Microsoft Excel skills, including dynamic tables, formulas, validations, consolidation, and database analysis.

- Experience with data capture platforms like CommCare, Kobo Toolbox, ODK, SurveyCTO, or similar tools.

- Knowledge of monitoring concepts and processes based on results, logical frameworks, indicators, baselines, evaluation, data quality, and information management.

- Knowledge or experience in Accountability to Affected Populations, community feedback mechanisms, data protection, and 'do no harm' principles.

- Ability to analyse information, develop clear reports, and communicate technical findings to non-specialised audiences.

- Planning, organisation, attention to detail, teamwork, and deadline compliance skills.

- Availability for field deployments according to project operational needs.

- Commitment to humanitarian principles, protection of affected populations, confidentiality, and IRC institutional values.

The IRC is committed to reducing the gender gap in leadership positions and offers benefits that support women's participation in the workforce.
