The Naval Criminal Investigative Service (NCIS) is an organization of approximately 2,200 personnel, with 700 serving at HQ and the remaining staff serving at offices worldwide. NCIS is the Department of the Navy (DON) component with primary responsibility for criminal investigation, law enforcement (LE), counter-terrorism (CT), counterintelligence (CI), and cyber matters.

The Information Technology Directorate (ITD) supports the NCIS core mission areas to investigate and defeat criminal, terrorist, and foreign intelligence threats by planning for and providing services through appropriate use of the people, equipment, technology, and infrastructure resources of the United States Navy and Marine Corps.

**Responsibilities:**

- Responsible for planning, management, and execution of IT projects.

- Executes information technology projects by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, initiating, coordinating, and enforcing systems, policies, and procedures.

- Ability to create and maintain project deliverables to include project charters, schedules, plans, dashboards, and requirements documents.

- Ability to brief senior leadership on a regular basis on status of projects. Responsible for coordinating with various technical and business personnel and coordinating resources and timetables.

- Responsible for understanding cybersecurity requirements related to the project.

- Recommends information technology strategies, policies, and procedures by evaluating organization outcomes; identifying problems; evaluating trends; anticipating requirements.

- Provides technical, administrative, and operational management to assigned projects or task(s), including contract and subcontractor management.

- Must have skills in technical management, technical understanding, analyzing information, great communications skills, resource management, problem solving, understanding budgets, coordination, strategic planning, quality management, and risk management.

- Interacts with vendors, other agencies, and other client staff and stakeholders.

- Provides quality assurance of project deliverables.

- Provides recommendations to the PM for resource operations management and ensures compliance with all management policies, plans, and procedures.

- Manages and maintains personnel recall and database.

- Maintains employee training certifications and resumes in the GDIT's document repository.

- Coordinate hiring, reassignments, and terminations with HR Business Partners and Recruiters as applicable.

- Other duties as assigned by the Program Manager.

**Requirements:**

- Active TS/SCI security clearance.

- 7 years IT project management experience leading both complex and small IT projects.

- Previous Cyber and Network Operations experience preferred.

- Strong DoW subcontracting experience.

- Current PMP required.

- Experience with ITIL and ServiceNow preferred.

- BS/BA Degree.
