## Description

We are seeking a Manager, Software Engineering to lead the engineering team responsible for building, operating, and evolving Thomson Reuters' Content Tools platform.

The Content Tools platform provides purpose-built APIs and capabilities that give AI agents precise, reliable access to TR's most valuable legal content.

As the Manager, you will own the full engineering lifecycle for Content Tools, including design, implementation, testing, deployment, and ongoing operations.

**Responsibilities:**

- Provide tool engineering and technical leadership

- Work alongside the team on delivery by engaging deeply in architecture and system design

- Drive an API-first, contract-driven approach to tool development

- Establish and enforce patterns, templates, and contribution standards

- Lead the build-out of the information retrieval (IR) evaluation framework

- Champion full-stack operational ownership

- Partner closely with TR Labs and CoCounsel Engineering teams

- Oversee platform infrastructure, including cloud services (AWS)

**Distributed Development Governance:**

- Serve as the engineering accountability point for the Content Tools ecosystem

- Define and maintain contribution workflows, architectural review criteria, and consistency checks

- Manage tool lifecycle policies, including deprecation, migration support, and versioning strategies

- Build and maintain a centralized tool registry

- Establish shared development infrastructure

**Team Management:**

- Build and lead a team of 8 software engineers

- Develop engineers who combine strong software fundamentals with domain fluency in information retrieval and content APIs

- Foster a culture of empowered ownership

- Translate complex content technology concepts for non-technical stakeholders

- Model and reinforce AI-assisted development as a team norm

**Strategic Delivery:**

- Define and maintain engineering processes for a team that both builds shared tool infrastructure and delivers production content capabilities

- Establish platform health and developer experience benchmarks

- Evaluate and integrate emerging tool protocols and retrieval patterns

- Cultivate strong working relationships with Labs, Product, and CoCounsel Engineering

**Requirements:**

- Bachelor's or Master's degree in Computer Science, Engineering, or a related field

- 6+ years of software engineering experience, with at least 2 years in a technical leadership or engineering management role

- Demonstrated experience designing and operating API-first systems

- Proficiency in Python and strong software engineering fundamentals

- Demonstrated technical depth in complex systems

- Experience building and governing shared platform infrastructure

- Strong working knowledge of information retrieval concepts

- Proven ability to lead teams that own their production systems end-to-end

- Strong leadership skills

**Preferred Experience:**

- Experience building tools or APIs for agentic AI systems

- Background in legal technology, knowledge management, or other high-stakes information retrieval domains

- Hands-on experience with search and retrieval infrastructure

- Experience with evaluation frameworks for retrieval systems

- Familiarity with content access control, policy-based entitlements, and licensing enforcement in multi-tenant environments
