## Description

IOM is seeking a consultant to assess and develop three bilateral public health Standard Operating Procedure (SOP) packages for priority Points of Entry (PoE) in Lao PDR.

The consultant will review existing public health surveillance and response arrangements for the Lao PDR–Thailand, Lao PDR–Viet Nam, and Lao PDR–China corridors.

Key tasks include:

- Recommending one Lao-side priority PoE for each corridor

- Identifying operational gaps and clarifying roles, triggers, communication channels, and escalation procedures

- Developing three bilateral SOP packages tailored to each corridor and PoE

- Aligning the review with national procedures, bilateral arrangements, and relevant IHR provisions

- Supporting technical validation and providing handover guidance for the Lao project team

The assignment will result in three deliverables:

- Inception report

- Consolidated assessment and draft SOP packages

- Final validated SOP package and handover

The consultant will work under the supervision of the Migration Health Unit/IOM Lao PDR and in coordination with the Ministry of Health and relevant border, immigration, and counterpart-country authorities.
