## Description

IOM is seeking an Emergency Officer (Humanitarian Response and Recovery) to support the implementation and management of emergency operations in Chad.

The Emergency Officer will contribute to the development and implementation of the Humanitarian Response and Recovery (HRR), Water, Sanitation and Hygiene (WASH), Shelter and Settlements (S&S), and Rapid Response programmes.

Key responsibilities:

- Coordinate the implementation of HRR, WASH, S&S, and Rapid Response programmes

- Contribute to resource mobilization and identify programme development opportunities

- Design and verify technical specifications for programme implementation

- Monitor budget and expenditures, and ensure compliance with internal and donor requirements

- Supervise a team and provide capacity building as required

- Coordinate with stakeholders, including government authorities, shelter agencies, and humanitarian organizations

- Support effective communication with stakeholders and prepare project reports

- Implement the Monitoring, Evaluation, and Learning framework for the programme

Requirements:

- Master's degree in Civil Engineering, Architecture, or a related built environment field

- Two years of relevant professional experience

- Experience in designing and managing multiple shelter and settlement projects

- Experience in technical shelter/housing or infrastructure design

- Familiarity with IOM procedures, including Supply Chain and Human Resources

- Demonstrated knowledge and experience of standards related to WASH, environment, HLP, protection

- Fluency in English and French (oral and written)
