## Description

IOM is seeking a Local Consultant Technical Expert for UASC Center Operationalization to support the establishment and operationalization of a dedicated center for Unaccompanied and Separated Children (UASC) in Albania.

The consultant will develop a practical model for the operationalization of the Center, covering legislative, financial, professional, and operational aspects. The model will include options for the Center's management, staffing, guardianship arrangements, and inter-institutional coordination.

Key responsibilities:

- Review legal, policy, and procedural documents related to child protection, social care services, migration, and asylum governance

- Conduct consultations with relevant institutions and stakeholders

- Map institutional roles and responsibilities

- Identify legal and administrative steps needed for the UASC Center to become operational

- Develop practical options for the UASC Center's management model, staffing structure, and professional profiles

- Assess guardianship options for UASC

- Prepare a realistic financial model for the UASC Center's functioning

- Consult relevant institutions and stakeholders to test the proposed options

- Prepare a document with technical options and a presentation package

Deliverables:

- Inception note, methodology, and workplan

- Legal and institutional mapping notes

- Draft operational model

- Guardianship options note

- Financial model and sustainability note

- Final technical options paper and presentation package

Requirements:

- Advanced university degree in a relevant field

- At least 5 years of relevant professional experience in child protection, social care services, migration/asylum governance, public administration, institutional reform, service modeling, public finance, or related areas

- Experience in developing operational models, policy or legal analysis, institutional arrangements, costing, or sustainability options for public or social services

- Excellent analytical, drafting, facilitation, coordination, and communication skills in Albanian and English
