## Description

We are seeking a seasoned Service Offer Specialist to join our Transport and Infrastructure sector. As a senior specialist, you will play a key role in defining winning strategies, coordinating multidisciplinary teams, and delivering complex and large-scale service proposals for significant infrastructure projects.

Your responsibilities will include:

- Contributing to strategic analysis of major opportunities and SWOT meetings

- Defining and structuring winning proposal strategies, including key themes, value proposition, and competitive positioning

- Coordinating complete and complex service offers, including planning and managing detailed timelines, deliverables, milestones, and constraints

- Leading launch meetings and closely monitoring internal teams and partners

- Supervising integration of strategic content, ensuring compliance, quality, and maturity of proposals until final submission

- Contributing to continuous improvement of service offer practices, tools, and processes

Requirements:

- University degree in Communications, Administration, Engineering, or related field

- 7-10 years of experience in service offer preparation, ideally in consulting engineering or infrastructure

- Demonstrated experience with complex bids and large-scale projects, public and/or private

- Excellent French writing and communication skills

- Solid understanding of public bid processes (e.g., SEAO, MERX, TPSGC)

- Leadership and influence skills, with ability to guide and support less experienced resources

- High level of organization and ability to manage multiple strategic and operational issues simultaneously

- Advanced mastery of Microsoft Office suite; excellent knowledge of Adobe Acrobat and functional knowledge of InDesign (asset)

- English proficiency required, as interactions with international colleagues, clients, and partners require English usage

Salary ranges vary by location:

- AB, BC, NT, NU, SK & YT: 89,800 - 118,900

- MB & ON: 81,900 - 112,800

- NB, NL, NS, PE & QC: 81,100 - 107,700
